The Study On Chinese Government Purchasing Public Services From Civil Social Organizations

It has been more than10years that the government purchases public service from thecivil social organizations in our country.Now, it is widely used in multiple areas of publicservice, and slowly become the most important ways to provide public services. At present,the government purchase public services from the civil social organizations includingcommunity services, sanitation cleaning, home care, education and culture, urbanmanagement and so on. Not only purchase content become more and more rich, and thedevelopment trend of large-scale, diversified, and its effects are constantly expanding.Nevertheless, there are a variety of problems in government purchase public services fromthe civil social organizations: the number of purchase is far less, content limited, less funds;the lack of specification process in purchase public service, the effective monitoring andevaluation system is imperfect; the development of civil social organizations is immature,strength is not strong etc. There is the problem in theory and practice, it is the motivation andthe major significance for this study.Opening with described the purpose and significance of this study, theoretical review,the resolve of the main concepts and research ideas and methods. Mainly describe thecontents and the feasibility of the government’s purchase public service from the theory ofpublic governance, principal-agent theory, administrative contract theory. Next, analyze thespecific initiatives of the government purchases public services from foreign and domesticspace, and draw the successful experience from domestic and international practice beforethis time, as a reference for our government to buy the public service to continue. Then thispassage described the plight that our government purchase public services from the socialorganizations in aspects of theoretical and concept analyse, operating mechanism, assessmentand monitoring system, the risk of purchased, the development level of the socialorganization and the policy and law. Finally, try to promote the recommendations of ourgovernment to buy the public services in seven measures: propose the new ideas with thegovernment leases public services should actively explore, improve the law and the legalsystem for government procurement services, improve the mode of operation of thegovernment purchase public services, establish a scientific and practical system of assessment,optimize monitoring mechanisms with the government purchase services, make every effortto prevent and avoid the risk of the purchase public service, enhance the ability of the civilsocial organizations strongly.
