The Study Of Government Purchases Of Public Services

As the economy continues to improve，the demand for public services is growingand tend to be rich and diverse.Whether the government can efficiently provide thepublic services has become an important criterion to judge whether the government hasfulfilled its duties. So，how to provide better public services and how to provide themmore efficiently have become two big issues for the government all around the world.This dissertation firstly defines the theoretical basis of thepurchase of Service Contracting and related concept. Then it give three models ofgovernment purchase public services and their characteristics. On this basis, it takes thelocal government of Kunming City Panlong District and the government of Nanjing CityGulou District and the local government of Hangzhou City Canglang District forexample to analyze the formative purchase model, and commissioned purchase modelfrom the public service buyer, producer, consumer, process of purchase, the specificcontent, source of funds and assessment mechanism, while affirming their achievements,as well as pointing out their shortcomings. After that, we give a brief introduction of thepractice of government contracting-out in the Britain, German, Hong Kong. And thenwe present the main models of government contracting-out. By researching the practiceof government contracting-out in western countries， we conclude that: Governmentshould play an important role in government contracting-out; the supply of publicservices should be diversified; market mechanism and social organizations areindispensable elements in government contracting-out.Models of Purchase of Service Contracting(POSC) do not exist in practice in ourcountry. Therefore, this dissertation gives suggestions from four parts to propelgovernment purchase of public service, it can be concluded that: procedural justice, thesame rights and responsibilities, free agreement and financial guarantee. This is animportant triggers leading the real contracting cooperation level between thegovernment and social organizations, as well as improve the working efficiency a ndthe ability of supplying public services of the government, and create a wide space forthe development of social organizations, thereby meet the basic needs of the publccontinuously.
