Research On The Modernization Of The Governance Capacity Of The Local Government In The Tibet Autonomous Region

In 2013,the Communist Party of China convened the Third Plenary Session of the 18 th CPC Central Committee and issued the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform." It was decided to "improve and develop the socialist system with Chinese characteristics and promote the national governance system and governance capacity." Modernization,and as the overall goal of the government to comprehensively deepen reform.In this context,the local government governance ability,which is the cornerstone of national governance capacity,has become the focus of current governance reform.Located in the southwestern border of China,Tibet is a region where ethnic minorities live in the border areas.The economic,social,religious,cultural,historical,and geographical locations have their own particularities.Due to the poor natural conditions,low socio-economic development,high cost of economic construction and social development,Tibet's development is far behind other provinces in the Mainland.According to the poor natural conditions of Tibet and the lack of market capacity,relying solely on the market cannot promote the all-round development of Tibet,and it is necessary to have effective government governance to promote its all-round development.For the local governments of the Tibet Autonomous Region,the quality of their governance will not only affect the stability and development of Tibet,but also affect the improvement of the level of modernization of state governance capabilities.Therefore,it is of great significance to study the modernization of local government governance capacity in the Tibet Autonomous Region.The purpose of this paper is to analyze the current situation and predicament of the modernization of local government governance capacity in the Tibet Autonomous Region,analyze the successful experiences of other provincial and municipal governments and other governments,and propose some countermeasures to improve the modernization of local government governance capacity in Tibet.To achieve modernization of governance capabilities provides some reference and reference for theory and practice.This paper uses literature analysis method,case study method and comparative analysis method to study the modernization of local government governance capacity in Tibet Autonomous Region.The main framework of the article is as follows: Chapter 1,Introduction.This paper introduces the research purpose,background and the status quo of research at home and abroad.The second chapter is about the definition of related concepts.This paper introduces and defines the concepts of local government,local government governance ability and modernization of government governance capacity.The third chapter analyzes the status quo and reasons of the modernization of local government governance capacity in Tibet Autonomous Region.The fourth chapter is the modernization of government governance capacity at home and abroad.Practice and inspiration.Through the introduction of the practice of modernization of local government governance capacity in Zhejiang and the United Kingdom,some experiences that local governments of Tibet Autonomous Region can learn from are introduced.The fifth chapter is the exploration of the path of modernization of local government governance capacity in Tibet Autonomous Region.In response to the third chapter,the local governments of the Tibet Autonomous Region have proposed corresponding countermeasures in the process of realizing the modernization of governance capacity.The study of the modernization of local government governance capabilities,especially the modernization of local government governance capabilities in the border areas,has great theoretical and practical significance for improving the coordinated development of the economic,political,and cultural aspects of the border areas and the stability and security of the border areas.
