The report of 17 th CPC National Congress indicates the nature of public services of government administration.The aim of government administration in China is to provide fair,equal and good-quality public services to maintain the public benefits and realize the justice and fairness of the society.The report of 18 th CPC National Congress emphasizes to realize the social good governance by completing the administrative system of public service.The central government indicates that all ranks of governments in China should develop its governance capacity to build the well social governance.The local government is the public authority organization which implements govern to face the population at large.The governance capacity has a direct influence on the legitimacy of government,the level of social development,and the life quality of general public.Meanwhile,the sustained and rapid development of the society puts forward higher requirements of its governance capacity.The local government plays many roles in various aspects in its area,both in the leadership and organization of political and economic aspects,and in the management and promote of culture and production aspects,the local government undertakes the primary responsibility.The local government has more stronger governance capacity,the development of its economic and social various aspects will go faster and have high quality.Therefore,both from the aspects of theory,and from the aspects of practice,to study the governance capacity of local governments has important significance.This thesis on the basic of local government's governance capacity improving,paying attention to the governance capacity improving at the Cheng county of Gansu province.Slightly to supplement the governance capacity of county government research.Based on the situation of the state and county,to analysis treatment situation of Cheng county from the economic development,social security,social stability,public service and environment protection of the county's capacity.It is concluded some problems and the reasons,it's helpful for find out the way to improve the governance capacity of the Cheng county.Promoting the governance capacity of the local governance not only need to perfect its government departments in constant practice,also need to explore and innovate the governance model and ways of local government.Only in this way,the governance capacity of local government can be improved continuously,and the public and the society can acquire the better service continuously.
