Research On Collaborative Mechanism Of Targeted Poverty Alleviation In Rural Areas Of Hainan Province From The Perspective Of Holistic Governance

The poverty alleviation work in Hainan Province is at the bottom of in the provincial inter-level cross-assessment and third-party evaluation in the past few years.By analyzing the actual implementation condition of targeted poverty alleviation policy,this paper tries to show the achievements,point out the challenges of poverty alleviation work of Hainan Province.It also finds the problems in the poverty alleviation work of Hainan Province,explores the causes of these problems and proposes the corresponding synergy mechanism from the perspective of overall governance to contribute to the construction of a beautiful Hainan and Hainan Free Trade Zone.The research content of this paper is divided into five parts.The first part is introduction.This part mainly expounds the purpose and significance of the topic,the summary of the research status at home and abroad,and the research content and methods of the paper.The second part mainly analyzes and defines the core concepts such as holistic governance,targeted poverty alleviation and synergy mechanism,and studies the relevant theoretical foundations.The third part mainly discusses the history,present situation and problems of rural poverty alleviation work in Hainan Province.This part introduces the evolution of rural poverty alleviation model in China,analyzes the development process,effect and further reveals the problems and challenges faced by rural poverty alleviation work in Hainan Province.The fourth part is based on the analysis of the problems and challenges in the work of rural poverty alleviation workers in Hainan Province,and puts forward the necessity of establishing a coordinated mechanism for targeted poverty alleviation in rural areas of Hainan Province.The fifth part is the study of the countermeasures and suggestions for the targeted rural poverty alleviation coordination mechanism in Hainan Province.Through giving full play to the role of government,market,society and other poverty alleviation subjects,mobilizing the subjective initiative of the poor groups and improving the feedback mechanism for poverty alleviation third parties,a targeted poverty alleviation synergy mechanism in which multiple entities work together can be formed.From the perspective of holistic governance,by analyzing the problems existed in Hainan Province in the process of targeted poverty alleviation,this paper finds the obvious phenomenon that poor people who has broken away of poverty is easily to be poor again in the process of poverty alleviation in Hainan,and the poverty alleviation work relies heavily on the input of the government's poverty alleviation subject while other poverty alleviation entities have not played an effective role.Poor farmers are insufficient to have own awareness and ability to get rid of poverty.In short,in the process of targeted poverty alleviation,the long-term mechanism of multi-participation synergy and poverty alleviation has not been established.On the basis of the study,this paper proposes to establish a collaborative mechanism of targeted poverty alleviation,which is led by the government,actively participated by the market,played by the society and the poor groups'subjective initiative,and evaluated and fed back by the third party.
