With the acceleration of social transformation in China and the continuous development of urban communities,the relationship between communities and community residents has become increasingly close.Residents’ participation in community governance is a lasting driving force for community building and development.The youth group has always been a difficult point of community governance.This group generally has the characteristics of “three highs” such as high education,high quality and high income.It has certain requirements for living environment,living quality and cultural taste,and generally has an overflowing community and relatively independent.Social circles have a sense of distance from the communities in which they live.Community participation is indifferent and the participation rate is low,but they have a strong sense of rights such as properties that involve their own interests.Faced with this increasingly prominent youth group,the existing community work model is facing a great impact.The cadres and community workers are increasingly unable to do so,and the service needs of the youth groups are difficult to meet quickly,effectively and steadily in the community.The centrifugal force with community governance is becoming more and more obvious,and some issues such as property disputes have even led to several mass incidents.How to effectively mobilize young people to participate in community governance is an important issue to promote grassroots democracy.Minhang District has attracted a large number of foreigners with its superior geographical position and developed secondary industry.Since 2003,Minhang District has been experiencing population inversion.Compared with other districts,Minhang District faces a more difficult social governance problem.Among the population of 2.49 million,the number of young people under 35 is about 230,000.Young people have the most dynamic and innovative thinking and are active groups in the community.Young people are also an important force in the need for various participation forces in urban community governance.The author of this paper takes the youth participation in community governance in Minhang District as the starting point,and examines in detail the community participation status of the youth groups in the relevant communities in Minhang District,Shanghai,focusing on collecting the practical experience of the residents in community governance,and analyzing the existing The problems and the causes of the problems,and the theory of public participation and social capital theory as the theory,combined with the data collected by the questionnaire survey,draw on existing practice and research results at home and abroad,comprehensive use of literature analysis and case analysis,Young people participate in community governance for research.The analysis shows that the youth participation in community governance in Minhang District has certain effects,but there are still problems such as single participation,lack of community activities,and insufficient participation.How to let young people go out of their homes,walk into the community,and participate in community governance.In response to the above problems,this paper puts forward countermeasures and suggestions for youth participation in community governance from the following aspects.The first is to create a participatory atmosphere and establish the concept of youth participation in community governance;the second is to establish a youth community participation system and improve the multi-subject coordination mechanism;the third is to cultivate social capital and build a youth community participation culture;the fourth is to strengthen the position construction and update the youth community participation platform.The fifth is to guide multi-participation and broaden the channels and content of youth community participation.
