The outline of the 14 th Five-Year Plan of the People’s Republic of China clearly states that the people’s livelihood should be improved,the level of co-construction,co-governance and shared-governance should be enhanced,and the construction of a new pattern of social governance at the grassroots level should be included as an important measure to realize the modernization of national governance.Shanghai upholds the urban construction concept of "People’s cities are built by the people,and people’s cities are for the people".It takes the people as the center,gives full play to the principal role of the people in community construction,stimulates the vitality of grassroots organizations,and promotes the process of community consultation and co-governance.With the advocacy of relevant policies and the support of government departments,more and more communities take the transformation of idle public spaces as an opportunity to introduce third-party social organizations,attract multiple subjects to participate in the process of community construction,and provide more public activities and services for the community.Youth as a role of the absence all the time in the community often appear to show a lack of willingness to participate and low ability of community participation.Under the background of calls for everyone to participate in community construction,the initiative and enthusiasm of youth is particularly important,youth with vigor and creativity is the main force of community involvement in governance innovation.With the implementation of relevant policies and practical exploration in recent years,some excellent cases of young people actively participating in community public affairs have emerged in the community,and the insufficient participation of young people in the community has been improved to some extent.Based on the characteristics of youth community participation in the new era,this study takes HX community in Shanghai as a typical case.Through participatory observation and in-depth community field research,the author participates in the development of community activities in different roles to understand the specific behavioral interaction process of different interest groups in the public space.Different semi-structured interviews were conducted according to the nature and action characteristics of the participants.Based on Neil Fregstein’s political-cultural paradigm,this article takes the view of the conception of control as the research perspective,attaches importance to the action strategies of different actors in the community field under the common sense system.In the process of form stable interaction model,this study explores the source of the contemporary youth enthusiasm to participate in community public affairs,in order to analysis the action logic and development path of the youth community participation.Combined with the theory and practice experience,this study finds that different interaction patterns are formed between actors under the conception of control.Under the guidance of the public-welfare oriented control view,free public welfare and community participation without threshold have attracted young people to participate in a short period of time,but the failure to form a closed-loop fund operation mode and limited forms of public welfare activities have caused obstacles to youth’s sustainable participation.As a challenger,the market introduces the commercialism oriented control view.The rich and diverse commercial activities bring vitality to the community,but to a certain extent,they eliminate the publicity of the community and bring more public problems.Centering on the pros and cons of public welfare and commercialism,under the new conception of control of public-welfare with commercialism which means taking advantage of commercialization to help achieve the goals of public welfare,on the one hand,low-cost space use fees can attract more market entrepreneurs to settle in the community.Based on social and emotional value purposes other than profit,youth from the market break the pure law of market price,provide diversified activities with public welfare nature,and attract young people to participate widely and actively.On the other hand,the commercial transaction focuses on the cost of activities,providing sustainable funds for community participation without destroying the publicity of the community,and promoting the formation of long-term and effective youth community participation models.The stable interaction between youth groups under the new conception of control promotes the institutionalization of community participation and the development of community culture,and promotes the development of a new pattern of "co-governance,co-construction and sharing" at the community level.
