The county-level government is a local institution between the province the city and the town set up by our centual government.It is a relatively independent basic organization of political power with its complete and integrated functions within a certain administrative area.It does play a key role in the implementation of public policy.With the deepening of the administrative structural reform and the intensification of the public participation in government and public affairs, the county-level government is facing a crisis of management and public confidence. Government Performance Management (PM) just conforms to this condition.In recent years, the county-level government has done some effective exploration in PM, and got some effects and achievements, thus drawing extensive attention from the academic circles. However, China is a developing country at present. The research into PM is still at an early stage.The practice of PM still focrses mainly on the evaluation of government PM.There still exist some problems in the administrative system and the administrative ideas of civil servants.These basic condition determine that there are some barriers in the practice of county-level government PM.First of all,this thesis will take up the theory and practice of government PM.It especially concentrates on the illustration of the four greatest theoretic bases of government PM,that is, Theory of Public Production,Theory of Agency by Agreement,Theory of Economic Population,Theory of Government Reconstruction, with a combination of the reality of our county-level governmet PM.Based on both theory and practice,this paper makes a thorough analysis on county-level government PM barriers in concept, institution, organization, evaluation.Accrding to the concrete situations of our county-level government,the thesis makes bold innovation and courageous exploration in renewing the ideas of PM,establishing the PM system, reforming it stimulation measures, expanding the PM system and constructing E-government. Combining the practice of leaders'performance assessment in Shaoshan, the thesis offers its own view in government PM and provides some practicable suggestions in promoting county-level government PM.
