In terms of employment,persons released upon completion of a sentence have become a special vulnerable group in the society due to their lack of competitiveness and the fierce labor market.As the second largest city in Heilongjiang Province,Qiqihar has four prisons in the urban areas and counties under its jurisdiction.Although some policies have been issued over the years to help those released upon completion of a sentence to realize re-employment,their re-employment difficulty still widely exists due to the large target population and complex situation.Through the investigation on the willingness for re-employment of persons serving sentences and the current situation of re-employment of persons released upon completion of a sentence in Qiqihar,the paper carries out the in-depth analysis.The results show that the re-employment difficulty of persons released upon completion of a sentence in Qiqihar are caused by various reasons,including their own poor competitiveness,weak subjective employment willingness,severe employment situation,social discrimination and insufficient support policy,etc.As a result,it puts forward some countermeasures through the combination of the existing policies and resources of Qiqihar City to solve this problem,help persons released upon completion of a sentence to return to society smoothly and reduce the rate of social recidivism,which mainly includes promoting the implementation of relevant policies,innovating the work of prison reform,bringing persons released upon completion of a sentence into the social security system,encouraging enterprises to accept them through policies,applying transitional resettlement bases,and so on.
