In our country,food safety problems of small-scale micro food production and operation units,such as small food workshops,small restaurants,small grocery stores and food vendors,are particularly prominent,affecting the health and safety of the masses.These food producers and operators are often scattered in rural streets,urban-rural junction departments and urban districts,with poor business environment,poor facilities and equipment,backward production technology,unsound management system,generally low cultural level of employees,many of whom do not have basic food safety operation skills,do not know the relevant legal knowledge,and are not familiar with food production economy.In order to solve this problem,Zhejiang Province has promulgated the Regulations on the Management of Small Food Workshops,Small Food Groceries and Food Vendors in Zhejiang Province,the Specific Recognition Conditions of Small Food Workshops,Small Food Groceries and Food Vendors in Zhejiang Province,and the Catalogue of Delicate Production and Operation of Food(Trial Implementation)and the Measures for the Registration and Management of Small Food Workshops,Small Food Groceries and Food Vendors in Zhejiang Province.As a supplement to the current "Rules for the Implementation of Food Licensing in Zhejiang Province(Trial Implementation)".The new "three small and one booth" regulation presents three-dimensional aspects of how to strengthen supervision from government functions,main responsibility,social supervision,administrative penalties and so on.This paper selects Cangnan County of Wenzhou City as the research object,discusses the current situation of grass-roots supervision after the implementation of registration management of "three small and one booth",studies the existing problems and causes in the implementation process,and puts forward corresponding countermeasures,so as to provide effective experience and suggestions for the further implementation and promotion of this policy.This paper is divided into four parts.The first,introduces the research background,purpose and significance of this paper;analyzes the domestic and foreign related research situation,introduces the domestic and foreign food safety and "three small and one booth" regulatory research status,provides the theoretical basis for this paper;introduces the research objectives,research content,research methods and technical routes,and puts forward the possible innovation and shortcomings.The second,introduces the current situation of the registration management in Cangnan County,Wenzhou City,summarizes the achievements of the registration management;by using the comparative analysis method,obtains that the registration management improves the efficiency of the administrative examination and approval service;by using the questionnaire survey method,obtains that the registration management improves the satisfaction of the masses.The third,using the interview method,analyzes the problems in the registration management of "three small and one booth" in Cangnan County,Wenzhou City.The operation mechanism is not smooth,the coverage is not comprehensive,there are security risks,the public awareness and recognition is not high.Combined with the analysis of the main causes of the above problems,the "three small and one booth" industry's own characteristics,the lack of strength of regulatory authorities,publicity and the training work is passive and lagging behind,and the public participation is not high.In the fourth part,the author puts forward four countermeasures to solve these problems,which are to comprehensively integrate and enhance the supervision power,strengthen the standard training system,build a good social atmosphere for the participation of the whole people,and constantly innovate the registration management mechanism.
