Because campaign-style governance can solve specific problems in a short time and can make up for the lack of normal governance capabilities,it often becomes an important governance method for local governments,especially grassroots governments.However,its actual operation also faces many difficulties,such as simple governance methods,limited governance technology,and unsustainable governance effects.Since the central environmental inspection team settled in Shandong in August 2017,cities around the country have stormed the centralized management of farms in forbidden and restricted areas,and achieved the goal of stopping breeding of various types of farms in the short term.However,with the withdrawal of the environmental protection inspection team,a large number of rehabilitated farms closed in a county's jurisdiction,and the contradictions in the shutdown process have been exposed,which has become a difficult problem facing the county and township governments and village cadres..This thesis first explains the background and significance of the topic selection based on the special rectification of rural aquaculture and demolition in the Y area of Shandong Province,and reviews the definitions,characteristics,and causes of campaign-style governance by scholars at home and abroad.Through the use of various research methods,such as literature research,social investigation,case analysis,qualitative research and quantitative research,the history of the case is objectively described,and the story is presented in a panoramic manner by explaining the viewpoints of multiple actors.The narrated facts come from various documents and pictures of breeding and pollution control,as well as from the author's investigations and interviews.Based on various data and information obtained from the survey,the government governance process and its changes in the entire"aquaculture pollution control" movement were restored.An analytical framework is then presented here to explain the government's "sport-based governance" logic in the case.The closure or relocation of farms in violation of the breeding regulations within a specified time point.This stormy rectification action can have a certain effect in the short term,but it has not achieved a fundamental solution to the problem and it is easy to stimulate new Contradictions and governance effects are difficult to sustain.Through the study of this typical case,combined with the current status and characteristics of the economic development of rural areas,it analyzes the dilemma faced by campaign-style governance in terms of policy formulation,governance process,and sustainability of governance effects.And on this basis,it is proposed that the policy-making process should be scientific,democratic and legal.In the governance process,it is necessary to achieve a dynamic balance of multi-party interests,and to move from "sports" to "long-term" to ensure the sustainability of governance effects.After the Fourth Plenary Sessions of the 19th C PC Central Committee,China has entered a new era of governance reform and transformation.With the advancement of the country's rule of law and the modernization of national governance systems and capabilities,the implementation of policies will rely less and less on campaign-style governance,and the frequency of campaign-style governance will become less and less frequent.At present,establishing a new concept of national governance,properly handling the relationship between campaign-style governance and normalized governance,established a modern science and technological system,and improving governance capabilities are the only way to get rid of the dilemma of campaign-style governance.
