The Role Of The Government In The Construction Of The Longmengu Pastoral Complex Under The Background Of Rural Revitalization

In the No.1 document of the CPC Central Committee,it puts forward some suggestions on the implementation of the strategy of rural revitalization,including accelerating the construction of rural modernization according to the requirements of industrial prosperity,governance rules and the calibration of the construction of rich life,so as to promote the construction of beautiful villages.Under the background of the development of circular agriculture in rural complex,it is necessary to realize the combination of circulation,creativity and farming,so as to promote the optimization of industry and realize the integration of upstream and downstream industry chains,in order to ensure the harmonious integration and reliable development of various industries,create good conditions for the promotion of rural revitalization activities,and lay a solid foundation for the realization of new urbanization linkage.Under the background of rural revitalization,the government's investment in the rural complex is still insufficient,the problems such as the shortage of rural talents,the imperfection of rural infrastructure and the confusion of rural governance are still the major problems hindering the healthy and sound development of rural complex.Therefore,how to improve the government's governance capacity,strengthen the construction of the rural complex,and promote the rural revitalization should be focused on.Based on this,this paper discusses the suggestions of rural complex from the perspective of government governance through case study,so as to promote rural revitalization.The paper is mainly divided into five parts.The first part mainly introduces the research background at home and abroad as well as the corresponding research value,significance,current situation at home and abroad,as well as the research ideas and innovations of the paper;the second part discusses the relevant theories of the application of the paper;the third part discusses the theoretical analysis framework of the role of the government in the rural complex project;the fourth part describes the case of Longmen Gu rural complex project.Firstly,the development and existing problems of rural complex project in China are analyzed.Secondly,it discusses the overall situation of the project and the role of the government in the project.Finally,it discusses the typicality of the role of the government in the construction activities of Longmen Gu rural complex project,from four aspects of planning,organization and coordination,construction and support,in order to provide reference for the construction of the rural complex project in China.Finally this paper analyzes the case enlightenment of Longmen Gu project on the construction of rural complex project in China,including increasing the government financial expenditure,improving the relevant content of environmental governance,strengthening the organizational leadership and coordination mechanism,and improving the relevant policy support.The conclusion of the paper points out that Longmen Gu rural complex project in Rizhao has strong government support,and the project has been carried out smoothly with the support of the government and achieved good results,which provides a good reference for the role of the government in the development of rural complex projects in other regions of China.Relevant organizations and departments should provide support for the rural complex project from three aspects:increasing infrastructure construction expenditure,improving government organization and leadership mechanism,and strengthening policy support and guarantee,so as to provide new ideas and references for promoting the construction of rural complex in China,and create conditions for building a new rural construction.
