Research On The Path And Role Improvement Of New Rural Sage’s Participation In Rural Revitalization In Yangzhong

The 19th National Congress of the Communist Party of China made a strategic choice to implement rural revitalization,and formed the general requirements of“prosperous industry,livable ecology,civilized rural customs,effective governance,and prosperous life”.In the five specific paths of industrial revitalization,cultural revitalization,talent revitalization,ecological revitalization and organizational revitalization,talent revitalization is the premise and the key.Under the background of long-term urban-rural dual structure and urban-rural unbalanced development,Chinese rural areas are faced with a large number of talent outflow.In this context,some regions encourage new rural sages to participate in rural revitalization through cultural ties and rural complex.However,in the process of practice,how to "attract","stay" and "develop well" is still a big problem,which needs to be further studied from the theory and practice.Based on the theory of institutional analysis,governance interdependence theory,etc.,based on field research,taking Yangzhong,Zhenjiang City,Jiangsu Province as the research sample,and taking the participation of new rural sages in rural revitalization as the theme,combined with the research status of new rural sages at home and abroad,the purpose is to through the survey visits and survey data analysis of various townships in Yangzhong,the specific paths and results of new rural sage’s participation in rural revitalization are summarized,and it is found that when new rural sages plays a role,there is a lack of an institutionalized negotiation mechanism,a permanent platform has not been established,and institutional incentives have not been established.On this basis,the reasons are analyzed from the aspects of government mobilization mechanism,policy system,and ideology.In view of the existing problems,this research puts forward countermeasures and suggestions from the following four aspects: improving the governance ability of the government to empower rural revitalization;building a permanent platform for rural sages to participate in rural revitalization;strengthening the institutional supply to encourage rural sages to participate in rural revitalization;Create participates in the social support atmosphere of rural revitalization.
