Public legal service plays an important role in the government's public functions;it is surely measured to improve people's livelihood.The public legal service system led by government shoulders significant responsibilities to serve the masses with public legal supports,which will promote the call for a better life.County governments,as local administrative organizations at the grass-roots level that combine macro-management with micro-management,play an important role in connecting the preceding with the following.Therefore,the importance of the county government is in the key point in the establishment of the public legal service system,which shows on the fulfilling of the arrangements from the party and the state as well as the promotion of county-level legal services to ensure the well-being of the people.As a national-level poverty-stricken county,located in Yimeng Mountain area,its public legal service system started in 2017.The People's Government of Y County actively implements the arrangements from the party and the state,and steadily promotes the establishment of the public legal service system based on its own reality,which gradually shows the effect of public legal services on people's livelihood.However,in the face of the insufficiency of attention,overall design and organizational guarantee,the People's Government of Y County fails to provide considerate services,which imposes restrictions on the establishment and the development of the public legal service system.Similar to Y County,it is an urgent problem for other county-level areas,especially mountainous and poor areas,that we wonder how to better maximize the value of county government in the establishment of public legal service system to make the public legal service system a powerful support to accelerate the development economically and socially and ensure the well-being of the people.It is not difficult to find from the example of Y County that there are many weak links in the role of county government in the establishment of public legal service system.On the one hand,county government pays insufficient attention to the establishment of public legal service system and have inadequate consciousness of using the rule of law to solve problems.On the other hand,as the leading organ acting on behalf of the establishment of public legal service system,county judicial administrative organs have mismatched power and responsibilities,the insufficiency of overall planning ability and imperfect operation mechanism.They restrict the function of county government in the establishment of public legal service system.Taicang City,Jiangsu Province,the first place to carry out the establishment of public legal service system in China,makes the achievements in the establishment of public legal service system which have attracted the national attention.And its practical experience has beensummarized as "Taicang Model".As a model of exploring and practicing the establishment of public legal service system in China,Taicang Municipal People's Government attaches great importance to the adaptability of legal service system and economic and social development in the establishment of public legal service system,pays equal attention to both theory and practice,and pays attention to the combination of points and areas.These typical experiences are worth of learning from.Based on the study of the role of Y county government in the establishment of public legal service system,it takes "Taicang Model" as a reference and combines with relevant theories.From the macro level of county government,it suggests that county government strengthen the overall planning and clarify the responsibility subjects.From the level of judicial administration,it suggests that judicial administration firmly coordinate the implementation and provide legal services.From the level of other government participants,it suggests that other government participants strengthen the implementation of responsibilities to form a joint effort.It suggests that county government play a functional role in building an efficient public legal service system and ensuring the well-being of the people through public legal services.
