Research On County Government 's Public Service Under The Background Of Provincial Directly Administered County

The administrative efficacy of a government during the second social distribution is one determinative factor for realization of social justice and fairness. By accomplishing hierarchical reasonability, which reflects an organized and balanced administrative structure, the government efficacy will be directly enhanced to the most extent, hence improve the relations of production among districts, industries and departments, stimulate productivity and dynamism of local economy and consequently lay a firm foundation for a better quality of public service. As one embodiment of bureaucracy, modern administrative system has experienced a transformation from being a form, a procedure to a key factor of determining efficacy. Provincial-governed county is a remarkable change to adapt to such a transformation, which also shows bureaucracy keeping pace with the times. The form of having county governed directly by province compresses levels of bureaucracy, therefore, the county government will own more autonomy in management of its finance, social economy and human resources. Cutting intermediate links in an administrative system and simplifying administrative management will release more of the internal potential in self-governance of the county. In a result, the county government will also contribute more ideas regarding transformation of government functions, which helps realize the advocacy of both social and civil autonomy under currently new circumstance by achieving the utmost of economic and social benefits with the least amount of administrative cost, and finally make the county public service a problem solver for everyone as a protective screening for stability and sustainable development of our society. Based on a field research in the city of Xuanwei – one unit for experimenting provincial-governed county, some developments and changes in public service have been observed since the beginning of the experiment. This article will analyze the mutual relationship between this experiment and the implementation of its county public service, and inspect the pros and cons from different aspects. by the end of this article, recommendations for improvement will be provided as a reference for further research of relevant topics.
