The Study On The Existing Problems And Promotion Countermeasures Of Public Cultural Service Supply Capacity In County Government

Improving the supply capability of public cultural services of county governmenthas an important positive significance of the realization of the grand aim ofharmonious socialist society. It matters to the citizens’ support and understanding ofthe work of county government officials, concerns people’s spiritual and cultural lifequality and demand, relates to the smooth formation and development of aservice-oriented government in our country. Theoretically, by learning and absorbingforeign new public service theory, classical theory of governance and public producttheory, we view them as the important theoretical foundation and basis of this thesis.The new public service theory especially plays a very important role on defining theconnotation of public cultural services supply capacity of county government and howto develop them.The article is divided into four chapters. First of all, it introduces the researchbackground and significance, the research review from home and abroad, researchideas and framework, research methods and possible innovations. Secondly,it defines the concepts concerning this thesis, such as the definition of countygovernment, the definition of public cultural services, the definition of public culturalservice supply capacity of county government, the necessity of improving the capacityof the county government’s public cultural services supply, theoretical basis ofpromoting the county government’s public cultural services supply capacity. Thirdly,starting from the present research situation, take the Leiyang city, Hunan province asa case, the present study analyzes the problems and causes. Current Situation ofLeiyang city include: overview of Leiyang city, financial input of public culturalundertakings of Leiyang city; resources construction of public cultural facilities ofLeiyang city. There are some problems such as: the unreasonable public culturalfacilities allocation of resources and low using efficiency; shortage，low quality ofpublic cultural services team; the disconnect of public cultural service supply anddemand; unsound public cultural service system; imperfect laws and regulations ofpublic cultural services. There are some causes of the existing problems in publiccultural service capacity of Leiyang city: ideological reason—traditional conceptblock; system reason—the influence of old bureaucracy; social reason—citizens’ coldpolitical attitude. Finally, the author puts forward six suggestions and countermeasures related to improve the supply capacity of public cultural services ofcounty government: enhancing supreme consciousness of citizens, implementing theidea of serving the people; constructing legal system of public culture service;improving the social forces to participate in the public cultural service system;optimizing the systems of county government’s public culture service; promotingthe rational resource allocation and utilization of the public cultural service facilities;dredging information exchange channel to seek interests for citizens’ demand. Onlythrough these measures can the government satisfy people’s need for public culture,promote the comprehensive development of the well-off society in our country andspeed up the arrival of the harmonious socialist society in China.
