With the development of democratic system in China,there are three kinds of rights and interests appeal channels in China at present: judicial mechanism,people's Congress and CPPCC mechanism,and petition mechanism,among which petition mechanism is a more inclined one in practice.The original intention of the establishment of the petition system is also to provide a channel for the people's rights and interests,focusing on solving the contradictions within the people.Therefore,we should properly deal with the contradictions among the people and further explore the development path of social petition issues,so as to promote the harmonious development of society and provide important guidance and reference for social stability.The state also attaches great importance to the construction of the petition system,and has been committed to broadening communication channels,standardizing and improving the petition mechanism.However,with the rapid development of society and the increasingly prominent social contradictions,irrational and institutional petitions and other phenomena around the country remain high,and the efficiency of petition departments is not high,which is usually in the status quo of passive response and institutional walls are not implemented.Many small disputes that could have been resolved have not been resolved in time,so it has led to cross-border petitions,group petitions and going to Beijing Visit,etc.At the same time,the grass-roots level of the township is the first line of the operation of the petition system,facing the interests of the petitioners directly.The operation of the petition system at the grass-roots level of the township plays an important role in unblocking the channels of political participation and solving the interests of the masses.From the perspective of political participation,combined with the actual situation of the petition work at the township level,this paper analyzes the problems existing in the operation of the petition system at the grass-roots level,analyzes the causes of the problems,and finally puts forward Optimization Countermeasures for the operation of the township petition system.This paper is divided into five parts:The first part is the introduction.The second part is the definition of related concepts and theoretical basis.Firstly,the concept of township and petition system is defined,and then the theory that this paper applies to petition analysis is elaborated: that is,the theory of political participation;the third part is the basic situation of X town in R county and the operation of petition system,and through specific case analysis,it finds out the problems and deficiencies in the specific operation process of petition system in X town from the perspective of political participation;the fourth part The fifth part is based on the above analysis of the reasons,trying to find the improvement and optimization measures and solutions.
