The general direction of petition system design is to eliminate the petition problem at the grass-roots level,Grass-roots government is the most outpost to resolve contradiction and the basis of the whole petition work.According to the current nationwide petition data,the volume of petition is high,particularly the number of rural petitions accounted for90% of the total number nationwide.Therefore,we must attach great importance to the petition work,especially the township petition work.Regulations on Petition put forward that governments at all levels should include the performance of petition work into the civil servant assessment system.Taken together,it requires us to strengthen the performance evaluation of township petition work.The scientificity and rationality of the township petition work performance evaluation directly relates to whether the township government can solve the appeals of petitioners well,protect the rights and interests of the broad masses of people and keep close contact with the party and the masses.Based on this,the thesis selects township petition work performance evaluation index systems in Fuzhou counties to study.Through the analysis,it's to find out the problems and reasons which exist in the evaluation systems in operation,to explore the way of the construction of scientific and reasonable township petition work performance evaluation index system in Fuzhou and to provide help for the improvement of grass-roots petition work performance evaluation.This thesis is composed of five parts.In the first part,the background and significance of this study are elaborated,and the research results on the issue of petition and government performance evaluation at home and abroad are sorted out.The second part explains the related concepts of petition and performance as well as the stakeholder theory,new public management theory and 4E theory used in this thesis.The third part introduces the structural system,handling process and functions of the township petition work in Fuzhou,and analyzes the currentsituation,problems and causes of the petition work performance evaluation index system in Fuzhou's 7 counties from three aspects: the appraisal subject,the appraisal index and the application of appraisal results.The fourth part analyses the plan of constructing the township petition work performance evaluation index system in Fuzhou,including the relevant construction principles,the construction process and the feasibility study of the construction system to solve the existing problems.The fifth part constructs the township petition work performance evaluation index system in Fuzhou.At first,the thesis theoretically selects the first round of evaluation indexes and the questionnaire survey and membership analysis are used to screen the newly designed indexes,then test the reliability and validity of constructed index system.Finally,the thesis use the analytic hierarchy process for assigning different weight to indexes.The sixth part applies fuzzy comprehensive evaluation method in empirical analysis.
