Research On Problems Of Petition Activities In Township

Most problematical cases regarding petition activities arise in township.Concerning the stability and development of the society,it really matters that we should always handle such problems very carefully.In this article,the author firstly points out the features of petition in our country and generally describes the current situation of petition activities in township.Then the author analyzes current situation of petition activities in Guanqiao Town,Anxi County from the aspects of subject,object,content and procedure of petition activities,and the author points out some existing problems which could be concluded as vacant operation of petition activities,high pressure on petition,increasing difficulty on handling and oppugns of the staff on petitioning system itself.The causes of above problems can be described as deviation of target value,complicated environment,unfavorable input,ineffective execution,limited output and high cost on feedback.Based on above problems and their causes,the author offers some solutions on the last part.First,the target value of petition activities must be perceived correctly.The function of department of petition activities should be correctly understood and positioned.In the same time,people's faith on petition must be regained.Second,to unblock input,the reform of grass-rooted petition system should be boosted.Third,the execution mechanism in township should be improved so that execution can be enhanced.The top-down responding mechanism should be changed to bottom-up mechanism.Attention should be drew to procedures of petition activities and implement of termination mechanism should be reinforced.Forth,precaution should be conducted at the source to reduce the cost of petition feedback.In this article,the author systematically summarizes some shortcomings exposed in petition activities.Based on the full combination of relevant theoretical achievements and practice,the author formulates some solution to these problems.It is quite instructive to the conduct of petition activities in town area.
