The National People's Congress(NPC)system is our country's fundamental political system and it is the system guarantee and the most effective way to ensure that Chinese people are the masters of the country.The law of the People's Republic of China on deputies to the NPC and local people's congresses at various levels gives deputies the power to make Suggestions,and it is the statutory duty of "Government Court and Procuratorate" to do conscientiously in handling NPC deputies' suggestions and proposals.All levels of the country attach great importance to handling deputies'Suggestions,put forward many innovative ideas,adopted a variety of measures,and achieved remarkable results.However,we have also seen that some problems have been found in the handling of NPC deputies' Suggestions,including the quality of the Suggestions themselves and the work of the departments.These problems have affected the effectiveness of NPC deputies' Suggestions,and there is still a certain gap between them and the expectations of the people.As an important part of the state structure,local governments,especially county-level governments,need to take the lead in handling the Suggestions of deputies to people's congresses,improve the quality of handling the Suggestions of deputies to people's congresses and promote high-quality economic and social development in accordance with the requirements of relevant national laws and regulations and the actual conditions of various localities.In Jinhu county as the research object,uses the representative theory,government response to force such as the theoretical basis,review in recent years,the county people's congress on behalf of the suggestion to handle the work of archives,using literature research,case study method,investigation,induction and other methods,in-depth to carry out the investigation and study.However,there are still some problems at present,the will of the people is not fully reflected,many NPC deputies'suggestions to be included in the plan,some of them cannot be solved,a few government departments paid little attention to the handling of deputies'Suggestions.Through in-depth study and analysis,it is concluded that the county National People's Congress on behalf of the professional level is not strong,some advice on behalf of the quality is not high,Suggestions for supervision mechanism is not perfect.This paper puts forward the countermeasures of perfecting the system of deputies to the people's congress,improving the quality of the Suggestions of deputies to the people's congress and strengthening the mechanism of handling the Suggestions of deputies to the people's congress in Jinhu county and other areas,so as to provide references for improving the quality of handling the Suggestions of deputies to the people's congress in Jinhu county and other areas.
