Rongxian Market Supervision And Administration Bureau To Build A Law-based Organization Countermeasures Research

In order to improve their governance ability,government agencies need to take the strategy of "governing the country according to law" as the guidance,build the rule of law organs,and play the role of guidance under the rule of law.After the market supervision and administration reform,the functions of the Market Supervision and Administration Bureaus at all levels have been continuously adjusted,and they have undertaken all the market supervision works including business,commodity quality,food and medicine,intellectual property right,commodity price,and so on.In the process of performing their functions,it is of great significance to strengthen the power restriction and supervision by building a Market Supervision and Administration Bureau of the rule of law in accordance with the relevant legal system.At present,the general policy of the system reform of government organs at all levels has been clearly defined.In order to achieve the goal of system reform and improve the ability to perform their duties,the basic level Market Supervision and Administration Bureau needs to analyze the problems of its own construction of rule of law organs and constantly optimize them to promote the development of rule of law.From the perspective of government public management,this study explores the countermeasures to improve the construction of rule of law organs of Rong County Market Supervision and Administration Bureau,which is of great practical significance to improve the administrative law enforcement level of Rong County Market Supervision and Administration Bureau,promote the sound and rapid development of Rong County economy,and ensure the safety of people's lives and property.This study takes Rong County Market Supervision and Administration Bureau as an example to explore the construction of rule of law organs in the county Market Supervision and Administration Bureau.Through the induction and collation of existing domestic and foreign literatures,this paper makes a theoretical analysis of the construction of rule of law organs in the Market Supervision and Administration Bureau.It also analyzes the current situation and existence problems during the construction of rule of law organs in Rong County Market Supervision and Administration Bureau and then find out the reasons for the existing problems.Finally,it put forward countermeasures to achieve the purpose of guiding practice with theory.The problems existing in the construction of the rule of law organs in Rong County Market Supervision and Administration Bureau are as follows:(1)the capacity of the construction of the rule of law needs to be improved,(2)the functions to be performed in accordance with the law are not clear,(3)the administrative law enforcement is quite difficult to perform,(4)the construction of the rule of law is lack of intrinsic motivation,and(5)the public participation is inadequate.The reasons lie in the lag of the concept of the construction of the rule of law,the imperfection of the market supervision system,the relative weakness of the law enforcement resources,inadequate state of the internal legal construction mechanism and the imcompleteness of local co-governance.The Countermeasures of Rong County Market Supervision and Administration Bureau include:(1)strengthening the cultivation of legal consciousness in the market supervision.Specifically speaking,it shall set up the idea and goal of the construction of rule of law organs,enhance the characteristics and pertinence of legal training of market supervision,and improve the training effectiveness by enriching ways and increasing incentives.(2)Strengthening the construction of basic level market in the regulatory system and legal system.Thus,it needs to strengthen the effective management of the regulatory system of the basic level market,and establish the important market supervision systems at the same time.(3)Optimizing distribution of the resources of market supervision and improvement the ability of administrative law enforcement.It could realize the cooperation and interaction between law enforcement resources and law enforcement level,meanwhile,it also deepens the reform of procedures and methods of market supervision and law enforcement.(4)Optimizing the internal construction mechanism.It could realize the goal above by improving the quality of law enforcers and organizational guarantee of market supervision,optimizing the assessment method and reforming the incentive mechanism of law enforcers.(5)Improving the mechanism of public supervision and participation in the process of market supervision.Concretely,it needs to strengthen the publicity of market supervision and law enforcement,improve the effectiveness of market supervision and law enforcement through public participation,and increase the effectiveness of social supervision in the publicity of government affairs.Through the study,I hope to solve the problems of building a rule of law organ of Rong County Market Supervision and Administration Bureau,providing some references for the other grass-roots Market Supervision and Administration Bureau.
