Research On Comprehensive Law Enforcement Of X District Market Supervision And Administration Bureau Of Qingdao

In order to actively promote the reform of comprehensive administrative law enforcement in the field of market supervision and focus on solving the problems such as imperfect market supervision mechanism,unclear power and responsibilities,maladaptive ability,multi-head repeated law enforcement and inadequate law enforcement,etc.,in accordance with the requirements of the “ Guidelines on Deepening the Reform of Comprehensive Administrative Law Enforcement over Market Supervision ”,Market Supervision Administration of X District in Qingdao has integrated the administrative law enforcement functions of the former Industrial and Commercial Bureau,the former Quality Supervision Bureau,the former Food and Drug Administration,the former Price Bureau and the former Intellectual Property Office,and set up a comprehensive administrative law enforcement team,complying with the trend of national institutions reform.This paper takes the Market Supervision Administration of X District in Qingdao as the research object.Through studying and analyzing the present situation and influencing factors of its comprehensive law enforcement with literature analysis,questionnaire method and comparative analysis,and combining the performance of the law enforcement work,this paper found problems such as unclear responsibilities of departments,buck-passing,non-standard law enforcement behaviors of law enforcement personnel,lax procedures,low efficiency and inadequate law enforcement supervision.By issuing questionnaires and using the five-point Likert scale to conduct statistical analysis on the influencing factors of comprehensive law enforcement of market supervision,this paper compares and draws on the advanced experience of comprehensive law enforcement management of market supervision in Shenzhen,Tianjin,Shanghai Pudong New District and other places.From four aspects of deepening the reform of comprehensive law enforcement mechanism of market supervision,standardizing the enforcement behavior and procedure of market supervision,improving the professional quality of personnel,and strengthening the supervision,this paper puts forward the management scheme of comprehensive law enforcement,then analyzes and provides guarantee measures from four aspects,namely,strengthening organizational guarantee,strengthening fund guarantee,establishing system guarantee and strengthening ideological guarantee,thus providing references for the practice of comprehensive law enforcement reform at the grass-roots level.
