Research On The Governance Of The Illegal Religious Buildings By Local Government

With the rapid development of new urbanization in China,urban governance has attracted more and more attention.Among them,the transformation of shanty towns,old urban areas and a series of illegal construction problems caused by them have become a major problem in urban governance,and also a restrictive factor for the current Chinese society to move towards a new type of urbanization.Focusing on the problem of urban illegal construction governance in the new urbanization,the author observes that among all the problems involved in urban planning and transformation,the governance of religious illegal buildings is a special one,and it is also a difficult and urgent one in some cities and regions.Therefore,this paper chooses a typical case of demolition of religious buildings in Wenzhou,which was promoted during the policy of "three reforms,one demolition" in the whole province and occurred in the process of renovation of all shanty towns and old urban districts in Wenzhou,to study the ways and effects of local governments in dealing with religious violations.The purpose of the study is to find out the real solution.Ways to determine the root causes of religious violations.In this paper,through case studies,a church demolition event in Yongjia County,Wenzhou is selected as an example to briefly describe the whole process and final results of this campaign of governance action.Based on the achievements and shortcomings of problem-based sport governance reflected by events,it is pointed out that sport governance,though authoritative,pertinent and mandatory,can play a short-term role in dealing with violations of construction.However,it still has the characteristics of inadequate rule of law in the process of rectification,short-term achievements of performance theory,complex and incompetent response to religious violations.At the same time,this tool has obvious characteristics of the rule of man,which is still close to management rather than governance in essence,and cannot solve the root causes of the emergence and long-term existence of religious violations.Therefore,Campaign-Style Governance can only cure the symptoms,cannot cure the root,can not completely eradicate religious violations.Therefore,it is pointed out that Campaign-Style Governance can only be a temporary and transitional tool for the government to deal with religious violations.Subsequently,this paper further analyses the main reasons why religious violations are difficult to eradicate,which lie in the serious shortcomings of the rule of law,effectiveness and participation.To improve these three aspects,the government needs to promote the dual effectiveness of the rule of law,the provision of services and management,and the participation and cooperation of interest groups on religious-related issues,which is precisely the connotation of governance.Therefore,in order to solve the problem of religious violation,the government should fundamentally change from a Campaign-Style Governance model to a "normalized" governance model.Finally,this paper gives some suggestions on how to transform short-term renovation into long-term governance when local governments carry out campaign governance to solve religious violations: first,to adhere to and improve the rule of law to govern religious violations;second,to improve the ways and methods of illegal governance and daily management;third,to gradually change working practices through the direction of performance appraisal.In the transformation of the achievements of Campaign-Style Governance of religious violations,government departments should first take the rectification of religious violations into consideration in the overall situation of religious governance,secondly establish a mechanism of mutual trust with religious masses,and finally gradually guide social supervision.
