At present,the reform and innovation of Shandong development zone is in full swing.Jimo Economic Development Zone,ranking first in the development evaluation of131 provincial economic development zones in the province,has become a pilot unit of cadre system reform in the development zones of the province.Through the reform and innovation of the system and mechanism of the functional area,it is expected to promote the focus of the functional area on the main business,stimulate the enthusiasm of the cadres and officers of the development zone to the greatest extent,thus forming a new agglomeration effect and growth momentum,and help Qingdao accelerate the construction of an open,modern,dynamic and fashionable international metropolis.This paper takes Jimo Economic Development Zone as the research object,on the basis of full investigation and research,combined with the practical exploration of performance management in recent years in the Development Zone,adopts research methods such as literature method,case study method and questionnaire survey method to study and analyze the performance appraisal system of employees in the Development Zone,and puts forward the advantages of the performance management system in the development zone according to the problems in the performance management Chemical design scheme.Taking Jimo Economic Development Zone as the research object,this paper studies the current performance management of cadres in the Development Zone,and finds that there are many problems in the Development Zone,such as the imperfect human resource system,the lack of a complete performance evaluation system and the negative attitude of cadres in the Development Zone in the performance management work,which need to be solved,and a new performance evaluation system needs to be built.The main conclusions of this paper are as follows:First,the main problems existing in the performance appraisal of the Management Committee of Jimo Economic Development Zone: improper selection of performance appraisal methods,unclear strategic orientation of setting performance appraisal indicators,lack of implementation of performance appraisal and the objectivity of performance appraisal are difficult to guarantee,resulting in unfair performance appraisal and low enthusiasm of cadres and employees for performance appraisal.Second,the main reason for the problems in performance appraisal of Jimo economic development zone is that the human resource management system of the zone is not perfect,some cadres and workers do not pay enough attention to performancemanagement,and their attitudes are relatively negative.Third,the guarantee measures of performance management in Jimo economic development zone are mainly embodied in two aspects: system guarantee and organization guarantee.System guarantee includes training system,guidance system,incentive system,cultural construction and all staff participation mechanism.Organization guarantee includes several aspects,such as improving organization and implementation mechanism,strengthening work responsibility implementation and establishing supervision and assessment mechanism.
