Development Zone Performance Management Research

Performance management as a new management concepts and methods,has evolved into China in the implementation of the Government of recycling,the Government's responsibility,as well as to improve government management and evaluation of an effective tool.Development zone is different from the ordinary administrative divisions,government led,market operation,its management system and operation mechanism and the traditional government has significant difference,organization management model fully embodies the "small government and big society,small institutions,large service" principle,therefore,and performance management the corresponding model and the traditional government performance evaluation is different.In the aspect of performance management in the Development Zone,many advanced development zones have been put into practice.Dongying Economic and Technological Development Zone of Dongying city as the transition zone,the first upgrade innovation driven areas and lead the scientific development demonstration area,occupies an important position in the city's social and economic development,is an important carrier to promote Dongying city resources transformation and upgrading,promoting the city function,promote the coordinated development of the region.In this paper,the basic theory and principles of performance management,combined with the practice of Dongying economic and Technological Development Zone in recent years,the development of new performance management system to provide the basic ideas and models.This paper includes six main parts.The first part is the introduction,which discusses the background and significance of the research,analyzes the research status of the subject both at home and abroad,and analyzes the research path and content of the paper.The second part mainly expounds the related concepts of the Development Zone,such as performance management,government performance management and government performance evaluation,and the new public management theory and administrative ecology theory,laid the theoretical foundation for the research on the performance management of the development zone.The third part take the Dongying Economic and Technological Development Zone as an example,through the investigation on the current situation of performance management,the basic situation of the government performance management is explained,mainly in the annual comprehensive assessment and employee performance appraisal as an example was introduced in detail,and summed up the development of Dongying district performance management achievements,the problems and reasons in the performance management of in-depth analysis.The fourth part through the analysis of experience in Wuhan,Zhangzhou Development Zone to carry out thethree enlightenment of performance management,but also improve the feasible measures of Dongying Economic and Technological Development Zone.The fifth part use performance evaluation methods,to strengthen the performance management leadership four aspects to put forward reasonable suggestions on how to improve the development of government performance management,performance management work of the development zone government pointed out the direction,sort out ideas,provides reference.Finally,the last part of the paper points out several research suggestions to improves Economic and Technological Development Zone Government Performance Management.
