Research On The Optimization Of The Operating Mechanism Of The Management Committee Of The Government-led Development Zone

A development zone,also known as an administrative district or an economic development zone.As a special district in China,it plays an important role in China's development of globalization.Since 1984,the first development zone was established,the management and construction of development zones in China has gone through more than 30 years.In the current development field,the development zone is not only an important carrier of China's opening to the outside world,but also a leader and pacesetter in the development of China's socialist market economy.On the one hand,the planning and construction of development zones promotes the progress of China's reform and opening up,deeply optimizes China's industrial structure,on the other hand,it leads the reform and innovation of China's management and operation system,which greatly drives the development of some regions.Therefore,the political and economic value of the development zone cannot be ignored.As the seventh state-level new area established in China,Y new area is an extremely important regional comprehensive functional area in northwest China.In addition,under the background of "One Belt And One Road" construction,Y new area has been enjoying the policy dividend of the state since its establishment in 2014.It has been in the forefront of system reform and innovation and has undertaken many responsibilities in the construction of major national projects and the promotion of regional economic development.Therefore,based on the new public management theory and principal-agent theory,this paper takes Y new area as an example to explain the current operation status of the new area,and summarizes the problems in the current operation of the new area,such as low efficiency,insufficient authority,multiple management and low service satisfaction.According to the collected data,the reasons for the above problems are analyzed as follows: the lagging management philosophy of the administrative committee of Y new area,the absence of relevant laws,the unsound internal system,the imperfect supporting mechanism,and the backward supporting system for personnel management,etc.To solve above problems,the author draw lessons from relevant experience of other economic development zone in China and abroad,and according to the actual situation of our country,table a proposal that national new district shall set up the sense of service-oriented government,improving law system,innovate new measures for the management,promote the quality of the management personnel,to optimize and improve the operating system of the government-oriented development zone administrative committee.
