Research On The Transformation Of Industry Associations From The Perspective Of Multiple Governance

Since the Reform and Opening up,with the development of market economy and the transformation of government functions,industry associations,as one of the emerging social governance subjects,play important functions such as public service,resource integration,industry self-discipline and regulation in social governance,industry development and modern politics.It has become an indispensable "third-party force" for innovative social governance,effectively offsetting the management gap in market failure and government failure.The rapid development of trade associations and their increasingly prominent role in the socio-economic field have greatly enhanced the self-organization of society and involved in the governance of social public affairs with its unique organizational advantages,they have an important impact on social operations and government decisions.Based on the perspective of multi-governance,this paper uses the theory of organizational change theory to analyze the development process,institutional environment,internal governance mechanism and development characteristics of industry associations,and takes Shanghai Human Resources Consulting Association as a typical case,from the perspective of the synergy between industry associations and governments,members(enterprises),markets and society,summarized its reform experience of leading the promotion of association autonomy,democratic elections,upgrading team quality and functional innovation through party building.Therefore,the problems that restrict the development of industry associations are analyzed,and an effective path based on the transformation and development of industry associations in Chinese context is proposed.The study found that with the advancement of government functions,whether it is a "government-run" industry association or a "civil-run" industry association,the role orientation and role play tend to be the same.However,due to the lag of the legalization process and the limited effectiveness of the professional team construction,the industry associations in China have not been able to reflect the representativeness and authority of the industry in the process of transformation,lack the ability to undertake the transfer of functions of the government,and lack the ability to participate in international competition and negotiation.The situation that the functions can not be reflected,to a certain extent,restricts the sustainable development of Chinese industry associations,showing the current situation of the overall strength is not strong.The paper puts forward the countermeasures: First,promote the legalization of industry associations,improve the external multi-regulatory mechanism and internal governance mechanism,and guide industry associations to rule according to law;Second,find out the functional orientation of trade associations in the new era,to be the "defender" of enterprise members,the "cooperator" of government departments,the "grafter" of various resources,the "promoter" of harmonious society and the "participant" of international competitive market,so as to realize sustainable development;Thirdly,we should build a professional team of employees,adhere to the principle of Party management,self-determination and people-oriented,and form a pattern of effective management,attracting,using and retaining talents.
