Study On The Impact Of Government Transition On The Transformation And Upgrading Of Manufacturing Industry

Manufacturing industry is the main body of the national economy,the main battlefield of economic transformation and upgrading,and the foundation of founding,rejuvenating and strengthening the country.Nowadays,China is in a critical period of economic restructuring,transformation and upgrading,while the transformation and upgrading of manufacturing industry is an important measure to help China's economic transformation and to move towards a high-quality stage of development.Government transformation is the fundamental path to promote the transformation and upgrading of China's manufacturing industry.It is also the premise and key to realize the transformation and upgrading of manufacturing industry.In recent years,governments at all levels have tried to promote the transformation and upgrading of the real economy,including manufacturing industry,and guide and support the transformation and upgrading of manufacturing enterprises.Based on this,this paper uses the provincial panel data from 2002 to 2016 to depict the temporal and spatial evolution of the transformation of our government,and finds that the overall level of the transformation of our government is on the rise,but there are regional differences.Further,through the construction of econometric model from the macro level,using pooled OLS and SYS-GMM model,this paper empirically analyzed the impact of government transformation on the transformation and upgrading of manufacturing industry.The study finds that the continuous transformation and upgrading of the government has provided effective support conditions for the transformation and upgrading of China's manufacturing industry.However,due to the different process of government transformation and upgrading in different regions,the role of government in manufacturing industry transformation and upgrading also shows regional differences.The study also finds that the government promotes the upgrading of local industries by increasing imports and exports,but the actual results may not be conducive to the upgrading of China's industries in the global value chain.In order to deeply analyze the effect of government transformation results on the transformation and upgrading of manufacturing enterprises.This paper uses Logit model to empirically analyze the impact of financial policy and industrial agglomeration on the transformation and upgrading of manufacturing enterprises in the factors of government transformation results,based on the micro-survey data of manufacturing enterprises in Jiangxi Province.Then finds that financial policy of the results of government transformation has a significant impact on the choice of enterprises' transformation and upgrading behavior.The higher the satisfaction of enterprises with government financing policy,the stronger their upgrading willingness.However,due to the inadequate government guidance,many industrial agglomerations in China are still at a low level of "cluster" agglomeration,and the agglomeration between enterprisesis not conducive to cluster effect,which has inhibited the transformation and upgrading of enterprises.Withal,the transformation of our government should continue to strengthen the government's own reform efforts,deepen the reforms to streamline administration,delegate powers,and improve regulation and services,reduce government intervention in the market.Provide suitable external conditions for the development of manufacturing enterprises,build a "service-oriented government",and provide public services that are really conducive to the transformation and upgrading of manufacturing industry.We should improve industrial policies,promulgate relevant policies conducive to the transformation and upgrading of manufacturing industries,innovate financial system policies,and put government transformation in place.We will effectively promote the transformation of the government,match the needs of the transformation and upgrading of the manufacturing industry,and accelerate the realization of the transformation and upgrading of the manufacturing industry.
