After the outbreak of the "September 1" Revolution,the Qaddafi Regime was established,and the United States and Libya from the Idris Regime was from close to cold.As the ideological differences between Libya and the United States intensified,Qaddafi’s radical Arab nationalist tendency and the contradiction on the issue of Israel eventually led to the deterioration of the relations between Libya and the United States,which also began to impose sanctions on Libya.After President Reagan came to power,there were many conflicts between the two countries,especially the Lockerbie Bombing,which eventually led to confrontation between the two countries.The United States also imposed comprehensive sanctions on Libya.Under pressure from the United States,the United Nations and the European Union have imposed economic sanctions and an arms embargo on Libya.In 1996,the U.S.government enacted the "Damato Law" against Iran and Libya,which aimed to impose severe sanctions and restrictions on their energy industries.At the end of the 20 th century,under the tide of globalization and multi-polarization,Libya timely adjusted its foreign policy,took the initiative to repair relations with western countries and assumed corresponding international responsibilities.The United Nations,the United States and other western countries also gradually eased the reconciliation and sanctions on Libya.In 2011,affected by the upheaval in the Middle East,demonstrations against the Qaddafi government appeared in Libya,and soon turned into a civil war.UN and NATO countries reopen sanctions and military strikes on grounds of Qaddafi government’s crackdown on Libya,causing Qaddafi’s regime to fall.Chapter one is a review of the evolution of relations between Libya and the United States.This chapter divides the independent Libya into three periods: Idris period,Qaddafi period and post-Qaddafi period.Through the analysis of the development of the relations between Libya and the United States in different periods,the American sanctions on Libya can be better understood.The second chapter is American sanctions against Libya,which is the focus of this article.According to the development of the relations between Libya and the United States,this paper divides the United States’ sanctions against Libya into different stages,and takes the Lockerbie Bombing and the September 11 incident as important time nodes to discuss and analyze the United States’ sanctions against Libya at different stages.The third chapter is UN and EU sanctions against Libya.This chapter focuses on the sanctions imposed by theUnited Nations and the European Union on Libya under the pressure of the United States after the Lockerbie Bombing and the Libyan civil war.The sanctions are linked to those imposed by the United States on Libya and are a continuation of those imposed by the United States on Libya.The final chapter is a summary of U.S.sanctions against Libya.Through the study of sanctions,this paper analyzes and summarizes the effect and influence of American sanctions on Libya,and the paper looks into the future direction of the relations between Libya and the United States,and deeply understand the U.S.sanctions against Libya and the direction of relations between Libya and the United States.
