Research On The Optimization Of Chongqing's Letter And Visit Work From The Perspective Of Rule Of Law

At present,with the party’s 15 th national congress report "rule of law" as the ruling party and the people’s governance of the country’s basic strategy,and to the party’s 18 th central committee at the fourth plenary session of the decision of the CPC central committee on comprehensively promoting the rule of law several major issues,our country into the era of comprehensive rule of law.In this context,bringing letters and visits into the legalization track is the "main theme" of the reform of letters and visits determined by the central committee,the direction and goal of the reform of the work system of letters and visits in the new era,and the inevitable way to solve some current problems of letters and visits.In recent years,chongqing municipality has earnestly implemented the relevant decisions and arrangements of the central government,continuously explored and promoted the construction of the rule of law of letters and visits,and made some achievements in the construction of working systems and mechanisms and work standardization.However,in practice,there are still problems in the legalization of letters and visits,such as the status of letters and visits as "legal channels" has not been defined,the administrative and judicial boundaries of letters and visits are unclear,the business work is not standardized,the connection with other appeal settlement mechanisms is not smooth,and illegal letters and visits occur from time to time.This paper adopts a variety of analysis methods,such as literature analysis,investigation and research,and experience summary.On the basis of literature reading and practical analysis of the petition work in chongqing,it attempts to provide ideas for the reform of petition work in the future through analysis and comparison of the current situation and practical exploration.This paper first introduces the research background,purpose and significance,and briefly reviews the research results at home and abroad,expounds the research difficulties,innovation points and research paths and methods.Then,the core concepts of the legalization of letters and visits are elaborated and defined.Based on the theory of administrative person,the theory of public choice and the game theory,this paper studies the optimization of the work path of letters and visits in chongqing from the perspective of the legalization.On this basis,through analysis the perspective of the central government to the reporting requirements of rule by law and rule by law state bureau work,field survey to understand the perspective of government by law the complaint reporting handling office situations,around the letters and visits system mechanism,the standardized construction,claims processing,the handling of complaint reporting handling order in accordance with the specification,etc.,summary analysis was carried out on the effectiveness and efficiency of existing,find out the existing main problems and causes.Finally,the paper puts forward the main optimization approaches from the aspects of solving the positioning,handling mechanism and standardizing the order of letters and visits.
