Religious conflict has always been one of the sources of the continuous unrest in the Middle East.Sunni and Shia have always had a deep contradiction in the Islamic faith. And within the Sunni, there have been differences between political conservatives and reformers under the Wahhabism, resulting in a more complicated political situation in the Middle East.Saudi Arabia,as the representative of conservative Wahhabism,is more typical of the contradiction between Qatar, the representative of reformist Wahhabism.Qatar has aligned its policies with those of its neighbor Saudi Arabia,in much of its history. In 1995,Hamad became the emir of Qatar, gradually showing a departure from the Shared perception of Qatar and Saudi Arabia, especially in terms of religious and political area.Hamad gradually implemented reform measures,in the process of actively carrying out modernization reform, thus the differences between Qatar and Saudi Arabia in various fields became increasingly prominent. What's more, these differences were fully manifested during the "Arab spring".In the end, when the differences of ideas between the two sides accumulate to a certain extent,it leads to fierce conflicts. This paper emphasizes the view factor and constructive factor in explaining the importance of international political events, from the perspective of constructivism. The key is to comb the history from 1995 to 2017,when Saudi Arabia and Qatar construct interactions and divisive notions at the political level. Finally,it attempts to show how the Saudi Arabia and Qatar have constructed their differences of political ideas step by step, thereby fundamentally explaining their evolution from brothers to enemies.
