Lenin once pointed out that,under the function of objective economic laws,free competition will cause the concentration of production and capital,and when such concentration reaches a certain degree,monopoly will be formed.At the end of the 19 th century and the beginning of the 20 th century,capitalism has been in the stage of monopoly.The powers accelerated the pace of competing for overseas markets and resources.In this process,the contradictions between the imperialist countries intensified,and eventually led to the outbreak of the First World War.The Versailles-Washington System formed after the war constituted the international background of the development and change of the relationship between the powers and warlords in Beiyang Government Period.The powers vigorously exported capital and goods and colonized overseas,thus many new contradictions emerged in the process of dividing up the world.On the one hand,during Beiyang Government Period,the powers chose warlords of different regions and factions as agents in China.Through the cooperation and assistance of warlords,they realized their interests towards China,and finally constructed one side of the relationship between the powers and warlords.On the other hand,through the contact and transactions with the powers,warlords also consolidated their military strength and separatist forces to a certain extent,and finally constructed another aspect of the relationship between the two.Generally speaking,the complicated relationship between the great powers and the warlords has created the turbulent and chaotic characteristics of Beiyang Government Period,seriously violated China's national sovereignty and people's interests,and finally aroused strong opposition from all walks of life.
