A Study Of The Office Of The Soviet Government In The Period Of Beiyang Government

To the Qing Dynasty, the Supervision System of Ancient Chinese had come to the peak of its develop. We formed a set of supervision system with Censorate centered,which covering almost all areas of national political life. But with the Western powers’invasion and the domestic revolution after another sound, this system has been eliminated by history of the Qing dynasty. In the Northern Government, Yuan Shikai established the Su governance Office modeled by the Censorate. From May 7,1914 when it was established, to June 29,1916 when it was abolished, the Su governance Office existed only 783 days. During this period, the Northern government introduced a series of officials illegal laws about correction and regulations. In the two years, the Su governmance Office dealed with a large number of hard cases, and these acted as the deterrent and remediation. This paper attempts by some contrast within the Censorate, the Ping Zheng Yan and some modern representative surveillance system, combining with the analysising of some social impacted cases, to form a more comprehensive understanding of Su governance Office. By the understanding, we must not only be able to analyze the reasons for Su governance Office’s efficient operation, but also to see what vulnerabilities behind the System. Finally, I hope through the study of Su governance Office, it is possible to provide for the Reform of the modern legal system.
