The UN's “Declaration on the Rights of the Child” stipulates that children need special protection and care before and after birth because of their immature physical and mental maturity,including appropriate legal protection.Meanwhile,child development not only relates to individual growth,but also plays an important role in the development of country and society.The evolution of the child welfare system is closely related to the socio-economic background and social risks.As for China,an economic and social tremendous change-Reform and opening up,has brought the dual risks of institutional transformation and modernization for Chinese children.Therefore,this article will cut in from a risk perspective and use the research ideas that social risks determine children's needs,children's needs reflect social rights,and social rights are reflected in social policies.The focus is on the design and implementation of children welfare policies.Then explore how children's needs have changed as Chinese social risks have changed,how does the policy respond to children's needs,and how is the policy design implemented? The article is divided into five parts,the first part is an introduction,explaining the research background and research design,etc.The second part is a literature review,mainly focusing on the social risk theory perspective and the definition of child welfare.The third part is changes in the supply and demand of Chinese children welfare system,taking reform and opening up as the time point,longitudinally analyze how the social risks,children's needs and policy design of children change before and after the reform and opening up.Part IV introduces the case of the construction of Beijing's difficult children's welfare system as an example to describe the implementation of the policy of the development of Chinese children welfare system.The fifth part is research findings.
