Study On The Multiple Welfare Subject,Appropriate Universal Welfare And Children Welfare System

In recent years,more and more children injury incidents were exposed by media.Such frequent events reflect that the current child welfare and protection mechanism is not comprehensive.With the growing concerns upon children welfare,China made policy breakthroughs in this field.Children welfare model change to appropriate universality from selectivity.However,to improve the quality of welfare also need to have a sound welfare system.So improving the child welfare service delivery mechanism becomes an important issue.The In this context,this study takes the appropriate universality children welfare as research target,and select City Z City as a specific object.This paper is purposed to answer such questions:how to turn the appropriate universality children welfare policy on the national level to the actual welfare access,what benefits do children accept in this welfare model,how to improve the child welfare system.This study is conducive to children accepting the welfare resources in a more effective way,and to put forward references for the policy decision-making.The study adopts qualitative research method.Through the literature review,to grasp the materials of the appropriate universality children welfare and welfare system.Meanwhile,collecting empirical materials by the means of Semi-structured interviews,focus group and field observation.The research framework is to divide the welfare process into three links--welfare supply,welfare transfer,welfare access,in these links to explore the children welfare situation.The study found that:in the terms of welfare supply,government lead the main responsibility,social groups undertake the secondary role.City Z establishes a three-level child welfare management system--the municipal level is children welfare leading group,the town level is child welfare guidance station,the community level is children welfare supervisor.The main provider of children welfare is children welfare organizations,include Children Welfare Institutions,Rescue Station and Non-governmental Organizations.Community provide primary position for children welfare service..Informal organizations,such as families,relatives,neighborhoods,is the basic support of children welfare.In the terms of welfare transfer,firstly,the government lead the mechanism construction,including developing policies to protect the work conduction of children welfare,the implementation of the government's financial security and other types of funds linked to the child welfare,establishing the transfer mode in the combination of government-led and social participation,and optimizing the children welfare facility such as children information system,child case reporting system and children activity venue.Secondly,through the welfare agencies,communities,non-governmental organizations to provide welfare resources and welfare services to the hands of children.Through the concept publicity enhance the awareness of children protection in City Z,which laid a environmental foundation.In the term of welfare access,by the deep interviews with orphans,dilemma children and dilemma family children,we learned that the actual benefits of children in City Z City were mainly supported by funds,supplemented by various services.And the welfare is in a good situation.The study found that the relationship of children welfare providers is government-led,multi-subject cooperation.welfare In the aspect of welfare,it shows a combination of professional and social characteristics,of which the appropriate universal features reflect on children welfare goals,child welfare agencies and stafiffing,child welfare programs and child welfare awareness.However,as the pilot work il in its infancy,the development pace of different districts is Inconsistent,social organization is still relatively weak,full coverage of welfare services in all aspects need to further enhance.Based on the research,this study put forward three suggestions to improve the appropriate universal child welfare system,which are to build a good cooperation mechanism,to optimize the convenience of welfare services delivery,to enhance the professional ability of service groups and talents.At present,the researches on the appropriate universal child welfare and the welfare system is still weak.Therefore,this paper has a certain innovative and prospective meaning.This paper chooses the pilot area of City Z as a research object,although it can analyze the delivery system of the appropriate universal child welfare in a certain range,the findings and achievements of the study is also worth exploring and not fit other areas,due to the social and economic background of different regions is not the same.
