Access To The Social Welfare Resources For The Children In Dilemma-taking The County B In Heilongjiang Province For Example

Recently,Heilongjiang province has introduced the implementation of the efforts to strengthen the protection of children's plight,To promote the all-round development of children as a starting point and a foothold,Comprehensive social security,social welfare,social assistance,comprehensive management,charity care and other policies and resources,By classifying and applying the policy,it tries to improve the service level of children's security in Heilongjiang province,so as to create a favorable environment for the healthy development of the troubled children.With the acceleration of the process of modernization of our country,the population structure and the mode of residence have undergone great changes,and the number of children in distress has gradually increased by year.Examining whether existing policy resources benefit the plight of children and their families,whether can ultimately solve the plight of children should be a topic of concern in academia and government departments.The paper is based on the investigation of the status quo of child welfare in B counties in Heilongjiang province,and base on the theory of Child welfare,the theory of energy enhancement,the theory of supply and demand suitability and service delivery.Through the literature analysis,interviews and case study methods,the paper discusses the supply situation of children's welfare resources,the conveying system and the consumption status quo of B counties.The suitability of the quantity and qualification of the supply body availability of resources,accessibility of delivery systems,accessibility of delivery modes,acceptability of service attitudes,affordability of resource consumption,through these six dimensions to explore the availability of child welfare resources in B county.The study found that the existing welfare resources in B counties have weak accessibility characteristics.On this basis,the author also found that the plight of children's welfare resources in B County is also manifested as a structural difference:On the one hand,the accessibility of welfare resources varies between county government departments and civil institutions,and the availability of welfare resources in the public sector is lower than that of non-governmental organizations;On the other hand,the plight of children's access to welfare resources varies between cities and villages.The availability of welfare resources in urban areas is lower than in rural areas.On the basis of analysis of the characteristics and structural differences of the welfare resources of children in B counties,the author further proposes the strategy,hoping to improve the quality of life of the troubled children,enhance the welfare level of the troubled children and their families by improving the accessibility of welfare resources,and promote the well-being of children in County B.
