International Regulations On Land-based Marine Pollution

Based on concerns about pollution of the Marine environment,pollution from land is the largest and most serious part.The Marine environment has the characteristics of mobility and connectivity.So how does the international community respond?How to regulate?What is the reference for China?What role should China play in Marine environmental pollution control?Is the main concern of this paper.At first,this paper analyzes what is terrigenous Marine pollution,the pollution present situation and necessity of its regulation,secondly from two angles of the current international relevant international documents of the terrigenous Marine pollution.First,it gives a preliminary classification of international documents from the perspective of their scope of application,that is,at the global-regional level,and second,from the perspective of their effectiveness,that is,hard law-soft law.Next,the development situation and trend of hard and soft legal documents are analyzed.To be specific,the hard legal documents show the trend of small number and difficult development,while the relatively soft legal documents are in the ascendant,meeting the needs of the international community in dealing with low-level cooperation.The GPA program coordinated by UNEP at the global level and the NOWPAP program participated by China at the regional level are emphatically analyzed.Finally look at when dealing with the terrigenous Marine pollution in our country,our country in addition to support the international community to jointly plan the hard law convention and to the UNEP dominated by various action plan,also want to support good collaboration between areas in human destiny,Marine fate community,community area and draw all the way,better play to the prominent role in terrigenous Marine pollution control in China.In domestic governance should be at the same time,give play to the role of the backbone of the hardening soft law into full play in promoting regional cooperative governance,absorb good advantage of main body participation in society,in order to at the international level,domestic government,enterprises and institutions,social organizations and individuals,to improve the terrigenous Marine pollution problems,promote the Marine environment,promote the harmonious development of man and nature.
