Study On Government Purchase Of Public Library Services

As a mode of national and social governance innovation,the government purchase of public cultural services is constantly innovated and developed under the dual impetus of theory and practice.In recent years,with the further advance of public service-oriented government construction,it is more clearer that public cultural services as an important content of government basic public services and functions and public library as an important part of public culture service system is a nonprofit cultural institution supported by the public finance.The government purchase of public library services meets the needs of the current supply-side reform in the cultural field,but due to the unsound development of Chinese public cultural service system,public library services still have some prominent contradictions between supply and demand.Therefore,on the basis of a systematic analysis of the value necessity and challenges faced by the government in purchasing public library services,this paper takes the perspective of supply-side reform to lead the discussion on the important application value of government purchase of public library services in the promotion of public cultural services in China.This paper analyzes the government purchase of public library services environment and practice basis.Based on analyze of the typical cases of government purchase of public library services as well as research of public library services in jiangxi province,this paper analyzes the realistic dilemma faced by the government in purchasing public library services in the perspective of supply-side reform,and explores the optimization path of government purchasing public library services,in order to promote the formation of China’s standardization and equalization of public cultural service system.This paper argues that in the context of supply-side reform,the government’s purchase of public library services is of great significance for effectively supplying public library services and improving public cultural service systems.However,at this stage,due to the late start of China’s purchasing of public library services,there are policies to be improved,insufficient funding guarantees,obvious regional differences in supply efficiency,insufficient social strength,insufficient capacity to undertake,and insufficient supervision and evaluation mechanisms.Starting from the three aspects of government,social forces and public libraries,we will improve laws and regulations,strengthen fund guarantees,clarify the powers and responsibilities,improve the effective supply of services,improve the sense of social strength and the level of acceptance,and foster the connection between public libraries and social forces.We can improving contract management ability and service efficiency,introduce “third-party” implementation performance appraisal and other measures,in order to promote the application and research of government purchasing public library services through analysis and inquiry,and provide some ideas and suggestions.for further balancing the supply and demand of public cultural services.
