In recent years, as the rapid development and wide application, the process of global informatizationis getting faster and faster, and the net information technology has been widely used in government.Governments of all over the world have paid high attention on government informatization. E-governmenthas become one of the most important area in the contemporary social informatization development.Meanwhile, as net has the open, virtual and sharing ability, the E-government is not only help thegovernment for the revolution of high efficiency and working process, but also bring the threat for netinformation security, so we must consider about the confidential management of E-government.Government operations is not like the business operations, its information refer to national secret.E-government system is going to be the main part of government information whose security is not onlyrelated to normally development of E-government and informatization, and related to the benefit ofcommunist party and the whole country. As the function of government changes and the idea of service andtransparent government is widely accepted by the public, the government information is getting more andmore open. Because E-government has open, virtual ability and basic government paid less attention oninformation security, the government information is meeting serious threat now.This paper is trying to analyze the problem of information security management, search for thereasons which effect information security management of the basic government in China, and supply thecountermeasures so as to give the reference for basic government in China to do the work well.
