Research On The Optimization Of The Supply Of Government-community Cooperation In The Supply Of Public Services In Urban Communities In Shanghai

With China's transformation from planned economy to market economy,the community system is gradual replacing the work unit system,and the community becomes the basis of social governance to maintain stability,harmony and effective governance.At the same time,a diversified subjectivity cooperation governance model is replacing the integrated one.How to activate the role of resident unit,social organization and the public in order to optimize the mechanism of political and social cooperation in providing public service has become an important topic in both theory and practice.This paper defines the concepts of urban community,public service and political-social cooperation.It reviews the theory cooperative governance and explains its applicability to the research of cooperative provision of community public service,which is the theoretical foundation of this research.As a mega city in China,the evolution process of community public service cooperation and provision in Shanghai is of special significance.This paper reviews the evolution process and introduces the current situation.Using the methods of archive research,field investigation and case study,this paper takes C Street in Shanghai as the primary example to investigate the practical activities of political and social cooperation in community public service provision.More specifically,this research outlines its specific cooperation mechanism,and summarizes a series of problems existing in current urban community public service provision,including the need for further accuracy of demand and resources,the mainstream society's lack of enthusiasm to participate,and imperfect reciprocity mechanism in public service provision.Combining with the theory of cooperative governance,this paper makes a detailed analysis of the causes of such problems including: the neighborhood committee tends to avoid responsibilities;conflicts of interest among multiple participants;weak mobilization ability caused by ineffectively implement of the "double check-in and double report" system;interruptions of continuous participation caused by tensions between the lack of governmental resources and the two-way service;the "look up" mentality brought by the top-down assessment mechanism.Finally,the paper puts forward suggestions for the cooperation provision public service of Shanghai urban community.Details include:to clarify the positions of both the government and the society in the provision of community public services;to adopt multiple means to promote the participation enthusiasm of social subjects;to improve the incentive mechanismand the participation of multiple subjects;to optimize the evaluation mechanism and improve the cooperative operation system of grassroots communities.
