Research On Urban Community Governance Mechanism Based On Multi - Government Cooperation Between Government And Civil Society

Since the1990s, unprecedented changes have taken place in social development in our country. With the disintegration of the system unit, urban grass-roots social management system gradually shift from working unit system to community system, traditional urban community management system faced with enormous challenges. To reform the traditional community management mode and set up the system of new type of community governance is an urgent task. In full carding a lot of research and extensive investigation on the basis of governance practices, this study suggests, community governance mechanisms of pluralistic collaboration between government and community should be the most appropriate mechanism for current, which is based on theory of governance and good governance, civil society theory, social capital theory, new public management theory and so on. To improve the community governance mechanism can integrate various resources, improve the efficiency of community governance, transform the role of government, promote community autonomy, revitalize the social organization, enhance the level of community public service, In the present stage of our community governance, there are many problems, such as community awareness hysteresis, community building goals dislocation, community governance body is relatively simple, underdeveloped community agency, to promote the development of the government and civil society synergy governance mode has become an urgent task of our country’s community construction. To this end, we need to fully analyze and learn from the autonomous management, administrative leading governance and hybrid governance which are the three typical community governance model formed in the community construction practice. Then to establish institutionalized channels of communication for government and civil society, build participation platform of community construction, establish the system for implementation of empowerment, reform related disorders system, improve the support system, management system framework and build the institutional framework of collaborative governance.
