Analysis Of Urban Community Cooperation Governance Model In The Perspective Of Civil Society

The rapid development of urban communities has reconstructed the governance space and power pattern of community and led to the continuous differentiation of the interest structure.Different groups and organizations interact with each other in communities,which has composed a diverse and complex governance net.This has undoubtedly brought severe challenges to the governance of urban communities.How to strengthen the cooperative network governance among community organizations and scientifically plan the public service function of communities has become an important issue in the sustainable development of urban communities.The complex and disorder of the governance structure illustrates the difficulty on transformation of innovation governance of communities,in this sense,the practice of community W is a real case of this problem.Through researching on organizations and their interactions of community W,we found that the function setting and positioning of these organizations were not clear,the feature of bureaucratic operation mode was still obvious;At the same time,the disorder of interactions manifested the weakness of community governance,the interactions among different power organizations were loose and lack of institutional protection showing a strong relation of attachment,favor and business.Civil society is a kind of interpretation framework and it contains two levels of meaning: First,a typical feature of civil society is that the growth of the fast developing folk public sphere of the third sector,basing on this,urban communities must effort to cultivate social organizations and let them participate in community governance to provide communities with diverse and professional services and meet their various needs.Classical Marxist writers have ever predicted that society is the foundation of nation.With the development of civil society,the function of government and market is becoming weaker and weaker,the nation gradually return to society and it will be a mutual governance between officers and people on public affairs in the future.Second,civil society must be a widely participate one,community atomization and the domination by elite relationship model make it difficult to express this concept.We must try to find a new expression way and a governance platform,cultivate social capitals in communities,attract community residents to participate in and then provide vitality to community governance.“Community Dragon Tongue Squad” is a new practice of governance of community W and it gradually becomes an important logic for residents to participate in community governance.It help structuring and validating the feasibility of cooperative network governance model in community.Basing on Community Dragon Tongue Squad,the paper has made a carding and summary on its concept and theory and has made a descriptive analysis on it from four aspects: space combination,interest expression,resource mobilization and agenda setting.From interest expression angle,the Dragon Tongue Squad is mainly related to expression subject,expression style and expression object;From resource mobilization angle,the main questions of the Dragon Tongue Squad are mobilization object,mobilization process and mobilization mechanism;From agenda setting angle,the Dragon Tongue Squad is tightly related to issue definition person,issue arise and who and how to solve the issue.Community Dragon Tongue Squad is a new practice of governance in community.Making a descriptive analysis on it can contribute to thorough understanding of the governance rules and logic in basic communities in our country and provide possibilities for building a new public governance space.
