Although the United States is not the first country in the world to establish the public funding system for elections,the system is relatively sound in the United States,so it has attracted wide attention.The development of public funding for elections in the United States can be summarized as "from the federal,to the state." At the federal level,because of the increasing demand for campaign funds for the presidential election,congress was forced to choose the public funding system for elections to try to curb the problems such as the violation of equal voting rights and the breeding of corruption caused by the huge campaign funds.The federal level of the United States adopts two different funding systems in the presidential primary and formal election stages,namely matching funding and full funding.Matching funding for primaries requires a certain number of votes in each state before a candidate can apply,a requirement for public funding.Eligible candidates can receive up to half of the state's spending limit in the primary.Public funding for elections in the formal election takes the form of full funding,which is granted to candidates after they have qualified for the party nomination in the primary stage.Full funding,as a form most consistent with the ideals of early campaign finance reformers,minimizes the influence of large political donations on candidates,thus preventing corruption and other problems caused by candidates' campaign funding.After the establishment of this system at the federal level,states and cities in the United States have successively adopted their own public funding systems for elections,among which the most typical ones are dynamic balancing mechanism and multimultiple supporting funding.Arizona's dynamic balancing act allows candidates who apply for public funding to receive a premium for a big increase in campaign spending by those who do not,thus creating a dynamic balance in campaign spending.New York's multi-multiple matching funding refers to the public funding that provides multimultiple matching funds to candidates within a certain limit,as well as the eligible individual political donations they receive below a certain limit.The New York program has been hailed as a sign of campaign finance reform because it requires candidates to raise more money in small amounts than in federal presidential primaries,making small contributions more competitive in political campaigns.Although state and municipal systems of public funding for elections show more promise and possibility than at the federal level,they also face debates about whether they are constitutional,anti-democratic or creating new inequalities.
