With the rapid development of urbanization in my country,the comprehensive administrative law enforcement of urban management has become the focus of deepening the reform of the urban management system.Exploring and optimizing the allocation of powers and responsibilities of urban management departments is the key to further improving the level of urban comprehensive administrative law enforcement.This article takes the current situation of urban management comprehensive administrative law enforcement in Ouhai District,Wenzhou City as the research object.Based on field investigations,this article attempts to summarize and summarize the possible problems in the allocation of powers and responsibilities in the process of comprehensive administrative law enforcement in Ouhai District.To explore the cause of formation.Finally,by drawing on the relevant experience in the allocation of powers and responsibilities of urban management in foreign countries,policy recommendations for improving and optimizing the allocation of powers and responsibilities of comprehensive administrative law enforcement in Ouhai District are proposed.Based on the theory of urban governance,new public service theory,and multi-center governance theory,this article uses a combination of literature research,comparative research and case studies to conduct an in-depth study of the current situation of the power and responsibility allocation of urban management and comprehensive administrative law enforcement in Ouhai District after the reform.Analysis,including the organizational structure,staffing,terms of reference,and allocation of powers and responsibilities of law enforcement agencies.On this basis,it is found that there are many problems in the allocation of powers and responsibilities for the comprehensive law enforcement of urban management in Ouhai District,such as the vertical affiliation of powers,the overlapping of the powers of the same level of departments,the excessive responsibility of grass-roots law enforcement personnel and the lack of sufficient legal basis for law enforcement.Aiming at the problems in the allocation of powers and responsibilities for the comprehensive administrative law enforcement in Ouhai District,this article analyzes and summarizes the causes.Based on this,this article combs the advanced experience in the allocation of powers and responsibilities of urban management at home and abroad,and proposes from the aspects of straightening out power relations,rationally assigning department responsibilities and duties,improving law enforcement basis,strengthening law enforcement teams,standardizing discretion,and strengthening supervision power.The policies and recommendations for further improving the allocation of powers and responsibilities for comprehensive administrative law enforcement.
