Research On Purchasing Services In Government Surveys

Government procurement,as a measure to speed up the transformation of government functions,strengthen and innovate social management and optimize the provision of public services,has become more and more widely used in government agencies and institutions.The government's purchase of services is an indispensable part of government procurement,and it is playing an increasingly important role in providing public services to the public sector.At present,as the government shifts from exercising management authority to exercising supervision authority,China and the international community have put forward a severe test to the statistical work.Whether it is the release of statistical data,the formulation of statistical systems or the determination of investigation methods,it needs to be continuously strengthened and improved.This requires the government statistical survey to accurately reflect the economic and social development achievements under the new situation,timely reflect the problems existing in economic and social development,accurately predict the economic and social development,and develop statistics in development and development.This paper takes the application of government purchase service in the government statistical survey system as the research object,from the perspective of government procurement risk,through case analysis,combined with principal-agent theory and government procurement theory,from reducing government administrative costs,improving investigation efficiency,and ensuring investigation Analysis of government procurement service efficiency from four aspects: work quality and investigation specialization.Meanwhile,from the preparation of budget,the choice of procurement methods,the implementation of government procurement principles,quality supervision,cost control,the lack of knowledge of government procurement personnel,the social recognition of government procurement and the feasibility of the seven aspects of the analysis of the existence of the government procurement services risk.In response to the above risks,it proposes scientific and rational preparation of government procurement service budget,rational compliance with government procurement methods,strict compliance with government procurement principles,clarification of supervisory responsibilities in the organization and management system of government procurement departments,fostering social organizations,and promoting the scale development of statistical investigation business.Intensify efforts to train professional government procurement personnel,improve the operability of government purchase services.The above seven aspects of the countermeasures suggest to further promote the application of government procurement services in the government statistical survey system.
