"Twelfth Five Year Plan" proposed to accelerate the transformation of economic development,we must adhere to scientific and technological progress and innovation to accelerate the transformation of economic development as an important support.The transformation of economic development mode,requires a lot of skilled workers.The survey shows a serious shortage of supply of skilled workers,business is experiencing "shortage of skilled workers." Reduce the number of the current technical school,technical school enrollment is difficult,high school and colleges and are unable to cultivate the case of skilled workers,the study of how to improve workplace skills formation mechanism,enhance the ability of enterprises to train skilled workers,to alleviate the "shortage of skilled workers," boost economic development pattern,has a strong practical significance.This study was based on the skills of the labor process research and institutional theory,case study,select D City,Guizhou Province A,B enterprises as the research object,the factory system and staff skills of employees to form relationships.Through the study found,in a different factory system,the formation of the way their skills are different."Deliberative authoritarian factory regime" refers to the identity-based,supplemented by the factory system to force it to win labor as a means to ensure that the privilege of return on capital.Enterprise by means of the residual value of hide and more favorable wage,access to the staff of the concept of "common interest between employers and employees," the basic identity.Joint consultation between employers and employees labor rules system,taking into account the expectation of capital for labor efficiency and workers on wage income,making voluntary workers work hard for their own interests driven by the rules.In this factory system,the formation of business skills is the main mode of training and in-house training academy,companies will improve their skills through increased skills training for employees,and increased investment in skills training but also enhance employee corporate identity,to reduce the "quit" opportunity,allowing employees to create more surplus value for the enterprise."Layered factory regime" refers to the jointmanagers of social relations and key employees in the interests of tilt.In this factory regime,the formation of enterprise skills mainly through internal training,those who have "social nepotism" The employees are more likely to get "irreplaceable" skills,because of this difference in management,employees of corporate identity different sense,for those who do not have joint relations and the edge of the staff,"quit" the opportunity is much larger;and for those who have social solidarity relations staff,corporate loyalty is high.This uneven distribution of skills into the differences in management led companies can not train a full technical workers.
