Research On The Funding Management System For Scientific Research Projects In J Colleges And Universities

With the rapid development of society and economy in our country,more and more scientific research funds are paid,especially in universities.There are many problems in the reimbursement of scientific research projects,and the difficulty of reimbursement for scientific research funds is increased.The study of scientific research expenses in Colleges and universities,to reveal the essence of the management of university research funds and improve the internal rules,so it can further promote the scientific research activities in universities,to achieve standardized management of scientific research funds,improve efficiency in the use of funds,has great theoretical value and practical significance.At present,China has begun to pay more attention to the management of scientific research funds in Colleges and universities.The management mechanism for reimbursement of funds has been gradually improved,and the management level of scientific research funds in universities has gradually improved.With the increase of the sources of funds and the increase of the number of funds,the problem of reimbursement for funds has gradually increased,which becomes the content that the financial management institutions of higher learning should pay attention to.Therefore,schools must strengthen the management of reimbursement for scientific research projects,and explore ways to improve them.This paper reviews related research literature,based on the definition of boundary and related concepts,through the analysis of the theory,using literature research,comparative research method and case analysis combined with the research project of J University by the system expense management in-depth analysis,trying to find the source of the problem.The management system of reimbursement for scientific research projects in universities has a systematic framework,including fund management based on budget management theory,fund management based on cost management theory,and fund management based on performance evaluation theory.In this study,J university research project expenses management as the object,according to the J university research project expenses management system principles and objectives,analysis of the existing J funding for university research project claims management system,main expenses budget is not scientific,the expenditure of scientific research project funds are not standardized,scientific research management and financial reimbursement management lack of communication scientific research,asset management is not standardized,not closing end subject phenomenon is more serious.And related management system of the scientific design,mainly including the scientific research expenses management organization structure,project budget management,scientific research funds,scientific research funds for cost-effective monitoring and evaluation system detailed design.The final analysis of J university research project expenses management system reconstruction and effect,through the analysis of the practice effect,further validation and clear the effectiveness of J funding for university research project reimbursement process and management system,to promote the school to further improve the social and economic benefits,fully reflects the operation of the university scientific research project,with the theory of on the basis of certain and realistic significance.
