| Scientific research is one of the important responsibilities of universities.Universities are the main forces of scientific and technological innovation,so scientific research funding is one of the important material guarantees for scientific research activities.Along with the rapidly increase of the college scientific research funding,it needs a corresponding scientific management system.However,there still exists some deficiencies in the university scientific research management system of our country,which needs to be further improved.University scientific research management not only directly influences the output of scientific research,the use efficiency of scientific research funding,but also is related to the national innovation ability and the level of productivity.Based on consulting a large number of literatures,this paper researches K university’s related system of research funds and the actual implementation,and studies deeply different research funding files that have been introduced by the central and local government in the past several years,And the most true inner feelings of scientific research personnel are understood through the China science daily,ScienceNet、Net of Evaluation of Agricultural Science and Technology and other medium.In the current research funding management in universities,there exist two very prominent problems that severely dampen the working enthusiasm of scientific research personnel.The first problem is that the researchers are lack of personnel expense in scientific research project funding and their mental and physical labor don’t get the equivalent compensation.The second problem is that reimbursement system of research funding is rigid and tedious,which wastes researchers a great deal of time and energy.In order to solve the above problems,the related theory,principal-agent theory,human capital theory,fair theory,theory of three-dimensional attribute of higher education are explored in this paper.The following suggestions for the current university scientific research management are put forward mainly from the angle of researchers.Administrative department should change their concepts and improve the measures for the management of scientific research funding according to scientific research laws.The basic salary of scientific researchers should be increased.Researchers should be allowed to extract the labor wage income to improve the overall proportion of labor cost.The incentive and guarantee mechanism should be strengthened to make researchers gain ‘fame and fortune’.Research grants should be separated from total salary limits of universities.The advantage of the transformation of scientific and technological achievements of the reform should be made full use of to increase the researchers’ income;Information public platform and database should be set up to simplify the management of scientific research.The system of academic secretary should be established.A market-oriented trade way should be established.Longitudinal scientific projects and crosswise scientific projects should be treated differently in management.It is hoped that these suggestions can be a little help in improving university scientific research environment and maintaining the sustainable and healthy development of our country scientific research enterprise. |
