Research On Optimization Of Financial Reimbursement Process In J University

J University was an institution of higher learning from military to civilian in 2018.The pain of transformation combined with administrative orientation,making financial reimbursement inefficient and financial staff and staff miserable.As the gatekeeper of the school expenditure,the Finance Department needs to carefully control the expenditure,strictly examine the expenses,to ensure the legality and standardization of the expenditure.However,under the leadership of function-oriented thought,financial reimbursement process becomes cumbersome,in the process of actual operation and operation,the poor communication,not timely,long time consuming,low work efficiency,poor service attitude,affected the faculty and staff enthusiasm,reduce the use efficiency of funds.The J University financial reimbursement process is in urgent need of optimization and improvement.This paper tries to use the idea of industrial engineering process reengineering to examine the financial reimbursement process of J University,and to comb and analyze the financial reimbursement process.First,using the process analysis method,to comb the financial reimbursement process of J University,draw the process program diagram,describe and reproduce the current reimbursement process in detail.Secondly,through field investigation and exchange interviews,we have an in-depth understanding of the problems existing in the current reimbursement process,and use the "5W1H" method and fish bone map to analyze the current pain point process,so as to provide accurate targeting for process optimization.After analysis,it is found that the current fund reimbursement process of J University has problems such as many queuing nodes,complicated reimbursement management regulations,large reimbursement business volume,and low degree of financial informatization.In order to solve the above problems,this paper uses ECRS principle,the necessary delete,merge,rearrangement,simplify nodes in the process,optimize each process,and clear the J university financial reimbursement process optimization objectives and principles,optimize the reimbursement process mode.On the basis of the reimbursement process optimization scheme,the design ideas,operation optimization suggestions and relevant supporting measures to develop the financial sharing service center based on intelligent information technology are put forward.Finally,the expected effect of the optimization is analyzed and the optimization experience is summarized.After the analysis and optimization of process reengineering theory and technical means,the financial reimbursement process of J University only took one time,and improved the efficiency by 70%.The process node was also moved from 7times,optimized to moving 2 times and queuing once,which achieved the effect of simplifying the process node and improving the reimbursement efficiency.This also provides a new idea and useful exploration for the application of industrial engineering theory in the management of J University.
