Research On The Responsibility Of The Grassroots Government In The Reemployment Training Of Land-lost Farmers

With the acceleration of urbanization in China,the problem of re employment of landless peasants has aroused widespread concern in the whole society.As the main promoter of the process of urbanization in China,the government has an important responsibility to solve the problem of reemployment of land lost farmers.However,the research on the government's due diligence,existing problems,solutions and other problems is still very short.This article starts with the responsibility of the grass-roots government in the reemployment training of land lost farmers,according to the government's function and the overall goal and general requirement of deepening the reform,taking the Xi'an city as an example,to study the related problems.The main contents are as follows: firstly,from the theory,five dimensions are carried out on the implementation of the national legislation in the grass-roots government,the function of the grass-roots government in the reemployment training,the organizational responsibility of the grass-roots government in the reemployment training,the consistency of the responsibility of the grass-roots government in the reemployment training and the training of the reemployment training.Analysis and analysis;second,through the empirical investigation,using the survey data of 14479 landless farmers in 5 communities in the central area,we find out the universal and regular problems,especially the government responsibility of the grass-roots government for the reemployment training of the landless peasants.Third,through the analysis of the reasons for the existing problems,the countermeasures and suggestions are put forward..The main points of this thesis are as follows: first,the main problems of responsibility of the grass-roots government in the reemployment training of land lost farmers are: the implementation of the law at the grass-roots level is more scattered,the function and responsibility match is not enough,the main responsibility organization is not perfect,the power and responsibility relationship is not enough,the standard is yet to be unified and standard,and so on.Second,put forward The countermeasures include: to optimize the executive responsibility of the grass-roots government of the national legislation,to further complete the legal guarantee,to strengthen the specific guidance for the reemployment training of the landless peasants,to optimize the training function of the reemployment of the grass-roots government,and to make a clear framework for the government's responsibility for the reemployment training of the landless peasants and the overall framework of the reemployment training;To optimize the responsibility of the main body of the reemployment training organization of the grass-roots government,establish a systematic reemployment training system for the land lost farmers,optimize the consistency of the reemployment training of the grass-roots government,promote the combination and linkage of the three aspects of the government,the market and the society,and optimize the training and implementation standards,and establish and improve the reemployment training of the landless peasants.The supervision mechanism,evaluation mechanism,innovative incentive mechanism and multiple input mechanism continuously improve the quality,level and effect of re employment training for landless peasants.In this paper,the research results of land lost farmers in Weiyang District of Xi'an city have provided an important reference for the settlement of related problems in similar areas in the whole country.
